I have seen it, yes. It’s a bug in iOS 13 and still happens on iOS 13.1 beta 4 on my iPad. If you want the interactive dismiss gesture, I guess the only thing you can do is wait for Apple to fix it! Trying to intercept the gesture and affect the appearance is going to be very difficult, if not impossible.
